Jennifer Hutton and the recruitment team have been the catalyst for the outcomes we have achieved. 
Though Jennifer's relationships and influence particularly with the Perm Secretary and other Senior Leaders, coupled with her insight and understanding as the lead on Talent and Leadership she drove the initiatives. She has provided a consistent level of challenge and support to ensure that BAME talent is considered on all appointments and TP opportunities. She has a high level of personal and professional integrity and respect across the SCS that has made a key difference to BAME progression in MHCLG. People trust Jennifer's judgment.

I am sure she would describe these initiatives as 'high touch', they go beyond the scope of what might be expected and i hugely valued by the Permanent Secretary. This includes mentoring and coaching, external and internal talent , gaining BAME talent the right exposure & sponsorship whilst influencing Senior recruiters to consider BAME talent. For example, stints on TP as deputy director (DD) were actively encouraged enabling at least two DD's to evidence well at future successful applications. 
This level of personal investment from Jennifer supported by her team in areas such as talent management and SCS leadership and recruitment has been very high over a lengthy period. 
Jennifer has worked to create a pathway for sustainable BAME progression setting accountability more solidly with the SCS leaders and in recent months has worked to strengthen the alignment of the Diversity and Talent teams and the role of the Directors in ensuring the future success of our drive to increase BAME representation at SCS.
Jennifer's drive and energy and focus have created a sustainable model and are fast becoming part of the departmental norm.
